1. Filipino Citizen
2. Must be a High School graduate; candidate for graduation; with earned units in college; passers of ALS/PEPT
3. must have a combined annual gross income of parents/guardian not to exceed P300,000.00
4. Must avail only one CHEd scholarship or financial assistance program;
5. Must not be a graduate of any degree program
6. For high school graduates-Form 138
7. For ALS - accreditation & equivalency Test Passer Certificate
8. For PEPT- Certificate of advancing to the next level
