Carlos Hilado Memorial State College (CHMSC) was founded in 1983. The school was named in honor of Negros Occidental Representative Carlos A. Hilado. CHMSC, formerly known as Paglaum State College, was the result of the merge between the Negros Occidental College of Arts and Trades (NOCAT), the Bacolod City National Trade School (BCNTS) and Negros Occidental Provincial Community College (NOPCC). CHMSC offers degrees in
Social Science, Education, Industrial Technology, Criminology, Fisheries, Civil Engineering, and Information Systems. All of these programs are recognized by the Commission on Higher Education (CHEd). In addition to tertiary level programs, CHMSC also has a DepEd-approved
K-12 basic education program that caters the youth of Negros Occidental and its nearby areas.
