Overview of the Program

The Master in Public Management major in Development and Security is a twinning program of the Development Academy of the Philippines in partnership with the Armed Forces of the Philippines Command and General Staff College (AFPCGSC). 

Designed for AFP officers and other defense and security practitioners, this intensive program seeks to build the competencies of future leaders through the harmonized interplay of good governance, development and security efforts. 

The course of the study enhances the students' knowledge and skills in order to develop a stronger commitment to attaining peace and security in the country.

Program Competencies 

At the end of the twinning course, the student-officers should be able to: 

• Explain basic concepts, theories, frameworks, models, principles and dimensions of development security;
• Appreciate the institutional mechanisms of the nexus of development and security;
• Appreciate the role of governance in the melding of the concepts of development and security;
• Analyze global and local issues and challenges, following a basic framework for leadership behaviour and performance in a development and security framework;
• Develop strategies, tools, and techniques that will address identified development and security issues and concerns;
• Understand local development processes;
• Understand and develop skills in conflict management and peace building; and,
• Use acquired skills in preparing and introducing strategic programs through the Development and Security Action Plan and Project that the AFP and other instrumentalities might implement.
